Technical Cooperation for Grassroots Projects (TCGP)

 

What is TCGP?


Background

The Japanese Government through the Official Development Assistance (ODA) has various assistance programs to meet the diverse needs of developing countries. In international cooperation, the role of Non-Governmental Organizations (NGOs) and local governments has become more important, both in Japan and in developing countries. The Technical Cooperation for Grassroots Projects (TCGP) was introduced in 2002 to support and cooperate in the implementation of projects formulated by Japanese NGOs, Japanese local governments, and Japanese universities that utilize their accumulated knowledge and experience in assistance activities for developing countries.


Objectives

TCGP is a technical cooperation scheme implemented by JICA to contribute to the social and economic development of developing countries at the grassroots level in cooperation with Japanese partners or organizations, such as NGOs, universities, local governments and other civil society organizations.


The main objectives of TCGP are as follows:

  1. To meet the diverse needs of developing countries by utilizing the knowledge and experience of various Japanese Partners for international cooperation activities.
  2. To strengthen collaboration between communities of both developing countries and Japan by promoting the participation of Japanese citizens in international cooperation activities.
  3. To encourage citizens in Japan to employ their knowledge, experience and technology for international cooperation activities which in turn, revitalize Japanese communities.


Characteristics of TCGP

  1. The Program is implemented by JICA in cooperation with Japanese partners based on their submitted proposals.
  2. A Minutes of Meeting among JICA Philippine Office, Japanese partners, Counterparts and other stakeholders is concluded before the implementation of the Project.
  3.  TCGP can be carried out in 3 manners:
    • Support Type - JICA will support the activities of NGOs and other Japanese partners that have development activities in Japan, but still do not have experience in international cooperation.
    • Partnership Type - JICA will support the activities of NGOs and other Japanese partners that already have some experience in international cooperation.
    • Regional Proposal Type - JICA will support the activities of local governments in Japan that put into practice their knowledge and experience at the grassroots level in developing countries. Mainly involves dispatch of human resources to the Philippines and acceptance of trainees to Japan.

 

Scope of TCGP


Project Components

Dispatch of persons from Japan and/or acceptance of persons from the Philippines for training in Japan are necessary as a component of a Project. Projects that focus primarily on the provision of equipment or the construction of buildings will not be supported.



Eligibility of Proposing Organizations

Only NGOs, universities, local governments, public interest corporations and NPOs based in Japan are eligible to submit proposals to JICA. Local NGOs in recipient countries may engage in the operation of Projects by cooperating as the Counterpart of the proposing Japanese partners or as beneficiaries of the Project. International NGOs that have branch office in Japan may submit proposals through their branch office in Japan.



Project Period

Projects can be implemented for a maximum of three (3) years. The specific duration will be decided based on the characteristics and goals of the project.

Community Empowerment Program (CEP)


What is CEP?
Community Empowerment Program (CEP) was introduced in 1997 as one component of JICA's Technical Cooperation Projects (TCP). Under this scheme, Local NGOs enters a Contract with JICA Philippine Office and are entrusted with the implementation of the project. Proposed projects should be related to an on-going Technical Cooperation Project (TCP) of JICA. However, the nature of this scheme is under reconsideration thus we do not accept proposals at the moment.

Grant Assistance for Grassroots Human Security Projects (GGP)
Japan's Grant Assistance for Grassroots Human Security Projects (GGP) was launched in 1989 to support small-scale projects directly benefiting the grassroots level as well as contributing to the socio-economic development of the Philippines. Local Government Units (LGUs), educational, research and medical institutes (except national based like tertiary hospitals and state colleges), Non-Governmental Organizations (NGOs), People's Organizations (POs), and cooperatives are eligible recipients of GGP. The Embassy of Japan in Manila accepts applications for GGP (at the Economic Section). More information about GGP is available at the following link.

Grant Assistance for Cultural Grassroots Projects (GACGP)
NGOs, Research/Educational Institutions, Local Government Units and Government Agencies who wishes to implement projects related to education and culture are recipients/eligible institutions in GACGP. More information about GACGP is available at the following link.
